Compliance<\/a>\u00a0and\u00a0<a class=\"tve-froala fr-basic\" href=\"https:\/\/www.motovated.co.nz\/seismic-restraint-of-non-structural-building-elements\/\" target=\"_blank\" rel=\"noopener\">Non-Structural Seismic Restraint<\/a>\u00a0business units. \u00a0We are often asked by our clients to provide \u201ccertificates\u201d or \u201ccertification\u201d but because these generic terms, confusion can arise about exactly what the client requires.<\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-css=\"tve-u-17838097e3e\">To help with this confusion, we have put together a summary of the different deliverables we can issue that come under the general heading of \u201ccertification\u201d so that the differences between these are clear.\u00a0\u00a0There are other types of certificate that other provide, and some of these interact with some of the work we do, but only the certificates Motovated can offer are covered here.<\/span><\/p>\r\n<p>[\/vc_column_text][vc_row_inner][vc_column_inner width=&#8221;1\/2&#8243;][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2>Engineer\u2019s Certificate:<\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<div class=\"thrv_wrapper thrv-columns\" data-css=\"tve-u-17866523c0c\">\r\n<div class=\"tcb-flex-row v-2 tcb--cols--2 tcb-resized\" data-css=\"tve-u-178665234a5\">\r\n<div class=\"tcb-flex-col\" data-css=\"tve-u-1786651ba3a\">\r\n<div class=\"tcb-col\">\r\n<div class=\"thrv_wrapper thrv_text_element tve-froala fr-box fr-basic\">\r\n<p>There are many items in common use across industry that must or should be certified by an engineer. \u00a0These certification requirements are typically based on the\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/managing-health-and-safety\/getting-started\/health-and-safety-at-work-quick-reference-guide\/\" target=\"_blank\" rel=\"noopener\">Health and Safety at Work Act<\/a>, and may be imposed via regulations, approved codes of practice, best practice guides or other guidance from Worksafe.\u00a0 For these items, we would issue an Engineer\u2019s Certificate signed by a\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/team-motovated-welcomes-joe-bain-cpeng\/\" target=\"_blank\" rel=\"noopener\" data-css=\"tve-u-178572a65a3\">Chartered Professional Engineer (CPEng)<\/a>.<\/p>\r\n<p>Items that typically require\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/team-motovated-welcomes-joe-bain-cpeng\/\" target=\"_blank\" rel=\"noopener\">CPEng<\/a>\u00a0certification include lifting beams, crane lifted work platforms, forklift mancages and lifting jibs, etc.<\/p>\r\n<p>An engineer\u2019s certificate is only issued for a specific item of equipment, usually uniquely identified by a serial number. \u00a0An engineer\u2019s certificate does not apply to a design (see \u201cDesign Statement\u201d below). \u00a0Since the certificate is for a particular item of equipment, it will be based on QA functions like weld inspections and proof loads, in a way that does not apply to a design statement.<\/p>\r\n<p><span data-css=\"tve-u-17857cd05a2\">An engineer\u2019s certificate is a document that states the opinion of the\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/team-motovated-welcomes-joe-bain-cpeng\/\" target=\"_blank\" rel=\"noopener\">CPEng<\/a>, held on reasonable grounds, that a particular condition is true. \u00a0For example, for a lifting beam, the\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/team-motovated-welcomes-joe-bain-cpeng\/\" target=\"_blank\" rel=\"noopener\">CPEng<\/a><\/span><span data-css=\"tve-u-1786653fc0e\"> certificate would state the Working Load Limit of the beam.<\/span><\/p>\r\n<\/div>\r\n<\/div>\r\n<\/div>\r\n<\/div>\r\n<\/div>\r\n<p>[\/vc_column_text][\/vc_column_inner][vc_column_inner width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;7537&#8243; img_size=&#8221;full&#8221; css=&#8221;&#8221;][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><em>Dynamic Lifting Beam \u2013 Courtesy of\u00a0<a href=\"http:\/\/www.pwnz.com\/\" target=\"_blank\" rel=\"noopener\">Christchurch Engine Centre<\/a><\/em><\/p>\r\n<p>[\/vc_column_text][\/vc_column_inner][vc_column_inner][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p>An engineer\u2019s certificate is usually a paper or electronic document, and is typically accompanied by a certification plate to be attached to the equipment. \u00a0This states critical information from the certificate in a durable form on the equipment where the information is easily accessible.<\/p>\r\n<p>[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;1\/2&#8243;][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2>Design Statement<\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-178380b8b33\">A design statement is similar to an engineer\u2019s certificate, except that it relates to a design rather than to a specific item equipment.\u00a0 A design statement will not be accompanied by a certification plate, but will instead reference a set of drawings that document the design.<\/span><\/p>\r\n<p>A design statement typically follows a format quite similar to an engineer\u2019s certificate, and like a certificate is a statement of opinion held on reasonable grounds.<\/p>\r\n<p>Since a design statement applies only to the design, it cannot be taken as certification of a specific item, since the performance of one item made to the design will also depend on manufacturing quality, weld quality, etc.<\/p>\r\n<p>[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;7540&#8243; img_size=&#8221;full&#8221; css=&#8221;&#8221;][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><em>Hot Water Cylinder Seismic Analysis &#8211; Courtesy of David Brown Contractors<\/em><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p>Design statements should not be thought of as a cheaper alternative to a engineer\u2019s certificate, because the balance of risk is different. \u00a0If being asked to issue a design statement for a design that will be reused, the issuing engineer is likely to charge significantly more for the statement than for an engineer\u2019s certificate, because more risk is being taken on by the engineer. \u00a0Even then, the manufacturer of the items may find that they have not sufficiently managed risk, since the design statement provides no assurance about manufacturing quality or the performance of any one item, so a significant amount of risk remains with the manufacturer.<\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2><strong class=\"\"><span data-css=\"tve-u-1785bf1e768\">Producer Statement (PS1 \u2013\u00a0<strong>Design):<\/strong><\/span><\/strong><\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-178380fb5b0\">Producer Statements are a type of certification that is typically used for work covered by the\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.building.govt.nz\/building-code-compliance\/\" target=\"_blank\" rel=\"noopener\">NZ building code<\/a>.\u00a0 Colloquially these are referred to simply as PS1s, PS2s, PS3s and PS4s.<\/span><\/p>\r\n<p>A PS1 is similar in function to a design statement \u2013 it is a statement of opinion, held on reasonable grounds, that a particular design will satisfy the requirements of a particular clause of the building code. \u00a0A PS1 will reference drawings that document what the design is, and will be issued by a competent person \u2013 in\u00a0<a href=\"https:\/\/www.motovated.co.nz\/\" target=\"_blank\" rel=\"noopener\">Motovated\u2019s<\/a>\u00a0case, a Chartered Professional Engineer.<\/p>\r\n<p>For example,<a href=\"https:\/\/www.motovated.co.nz\/\" target=\"_blank\" rel=\"noopener\">\u00a0Motovated<\/a>\u00a0routinely issue PS1s from our\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/seismic-restraint-of-non-structural-building-elements\/\" target=\"_blank\" rel=\"noopener\">non-structural seismic restraint unit<\/a>, stating that a particular bracing design will satisfy clause B1: Structure of the building code.<\/p>\r\n<p>When a PS1 is issued, it will generally be accompanied by supporting calculations, drawings, statements of assumptions and recommended construction monitoring.<\/p>\r\n<p>At\u00a0<a href=\"https:\/\/www.motovated.co.nz\/\" target=\"_blank\" rel=\"noopener\">Motovated<\/a><span data-css=\"tve-u-178380fb5b0\">\u00a0we use the standard Engineering NZ template for PS1s.<\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2><strong class=\"\"><span data-css=\"tve-u-178381245e5\">Producer Statement (PS2- Design Review):<\/span><\/strong><\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-1785be14713\">A PS2 is similar to a PS1, in that it is a statement about a particular design. The difference is that, where a PS1 will be issued by a designer about their design, a PS2 would be issued by a peer reviewer.<\/span><\/p>\r\n<p>Essentially, a PS2 is a statement from a design reviewer that they believe, on reasonable grounds, that a design issued by another party will satisfy the requirements of a particular clause of the NZ building code.<\/p>\r\n<p>At Motovated we use the standard\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.engineeringnz.org\/\" target=\"_blank\" rel=\"noopener\">Engineering NZ<\/a><span data-css=\"tve-u-1785be14718\">\u00a0template for PS2s.<\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2>Producer Statement (PS4 \u2013 Construction Review):<\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span class=\"\" data-css=\"tve-u-178381245ee\"><span data-css=\"tve-u-17857caea99\">A PS4 is a construction review certificate. It states that a particular competent person has carried out construction monitoring inspections to check the installation of some element covered by a building consent.<\/span><\/span><\/p>\r\n<p>A PS4 will specify the level of construction monitoring that has been carried out (CM1 \u2013 CM5) and end with a statement from the construction reviewer that they believe, on reasonable grounds, that the installed works match the design documented in the building consent.<\/p>\r\n<p>Construction monitoring needs to be carried out by persons familiar with the design, so generally PS4s are issued by the same people and\/or firm that carried out the original design and issued the PS1.<\/p>\r\n<p><span data-css=\"tve-u-178579cf0af\">At\u00a0<\/span><span class=\"\" data-css=\"tve-u-178579cf0b1\"><span data-css=\"tve-u-1785bf67552\"><a class=\"tve-froala\" href=\"https:\/\/www.motovated.co.nz\/\" target=\"_blank\" rel=\"noopener\">Motovated<\/a>\u00a0we use the standard\u00a0<a class=\"tve-froala fr-basic\" href=\"https:\/\/www.engineeringnz.org\/engineer-tools\/engineering-documents\/producer-statements\/\" target=\"_blank\" rel=\"noopener\">Engineering NZ<\/a>\u00a0template for PS4s.<\/span><\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2><a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/topic-and-industry\/hazardous-substances\/certification-authorisation-approvals-and-licensing\/certification-of-equipment-plant-buildings\/stationary-container-system-compliance-certificates\/\" target=\"_blank\" rel=\"noopener\"><strong><span data-css=\"tve-u-1786696304b\">Stationary Container Design Compliance Certificate<\/span><\/strong><\/a><span data-css=\"tve-u-1786696304f\"><strong>:<\/strong><\/span><\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-17866960e97\">The\u00a0<\/span><span data-css=\"tve-u-1786695f92a\"><a class=\"tve-froala\" href=\"https:\/\/www.legislation.govt.nz\/act\/public\/2015\/0070\/latest\/DLM5977128.html\" target=\"_blank\" rel=\"noopener\">hazardous substances regulations<\/a>\u00a0require all stationary tanks and process containers over 250 litres capacity (which contain hazardous substances) to comply with those Regulations. \u00a0Above specified threshold volumes a Stationary Container Design Compliance Certificate is required to verify compliance with the relevant Regulations. There are no prescribed validity periods for Design Certificates, since these apply to the design rather than to any specific container &#8211; these are analagous to a design statement, rather than an engineer&#8217;s certificate.<\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/topic-and-industry\/hazardous-substances\/certification-authorisation-approvals-and-licensing\/certification-of-equipment-plant-buildings\/stationary-container-system-compliance-certificates\/\" target=\"_blank\" rel=\"noopener\"><span data-css=\"tve-u-178381642f1\"><strong>Stationary Container Compliance Certificate<\/strong><\/span><\/a><span data-css=\"tve-u-17866966429\"><strong>:<\/strong><\/span><\/p>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span class=\"\" data-css=\"tve-u-178579cf0b1\"><span data-css=\"tve-u-178579cf0b1\">The HASWA Regulations require installed stationary tanks and process containers (over specified volumes) to be issued with a\u00a0<a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/topic-and-industry\/hazardous-substances\/certification-authorisation-approvals-and-licensing\/certification-of-equipment-plant-buildings\/stationary-container-system-compliance-certificates\/\" target=\"_blank\" rel=\"noopener\">Stationary Container Compliance Certificate<\/a>.\u00a0\u00a0The Certificate verifies compliance with Regulations in relation to:<br \/><\/span><\/span><\/p>\r\n<ul target=\"_blank\" rel=\"noopener\">Tank Wagon Design Compliance Certificate<\/a>:<br \/><\/span><\/h2>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-17866693e87\">All road tank wagons greater than 450 litres capacity are required to be issued with a <a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/topic-and-industry\/hazardous-substances\/certification-authorisation-approvals-and-licensing\/certification-of-equipment-plant-buildings\/tank-wagons\/\" target=\"_blank\" rel=\"noopener\" data-css=\"tve-u-1784372331e\">Tank Wagon Design Certificate<\/a>\u00a0to verify compliance with the design requirements of the Regulations.\u00a0 Client must provice technical drawings, calculations and specifications for each design component when applying for a\u00a0design compliance certificate.<b>\u00a0\u00a0<\/b>Once the regulations are met, the certifier will issue a TAN number.<\/span><span data-css=\"tve-u-17866674f91\"><b>\u00a0\u00a0<\/b>There are no prescribed validity periods for Tank Wagon Design Certificates.<\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;7547&#8243; img_size=&#8221;full&#8221; css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-17866674f91\">Before a tank wagon can be used it must undergo a Pre-Commissioning Inspection and be issued with a Pre-Commissioning Compliance Certificate to verify construction and marking in accordance with the approved design and the relevant regulations. \u00a0Marking includes the allocation by\u00a0<\/span><span data-css=\"tve-u-17866a22ec2\"><a href=\"https:\/\/www.worksafe.govt.nz\/\" target=\"_blank\" rel=\"noopener\">WorkSafe<\/a><\/span><span data-css=\"tve-u-17866674fc6\">\u00a0of a unique TAN or approval number. \u00a0There is no prescribed expiry date for a Pre-Commissioning Certificate.<\/span><\/p>\r\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<h2><span data-css=\"tve-u-17857cbbab7\"><a class=\"tve-froala\" href=\"https:\/\/www.worksafe.govt.nz\/topic-and-industry\/hazardous-substances\/certification-authorisation-approvals-and-licensing\/certification-of-equipment-plant-buildings\/tank-wagons\/\" target=\"_blank\" rel=\"noopener\"><strong>Tank Wagon In-Service Compliance Certificate<\/strong><\/a><\/span><span data-css=\"tve-u-1786667fc49\"><strong>:<\/strong><\/span><\/h2>\r\n<p>&nbsp;<\/p>\r\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<\/p>\r\n<p><span data-css=\"tve-u-1786667fc49\">Tank wagons are due an In-Service Inspection and Certificate two years after the issue of the Pre-Commissioning Certificate and at recurring 2 yearly intervals.<br \/>The In-Service inspection and Certificate is required to verify maintained compliance with Regulations and original design much the same as for a vehicle Warrant of
